Pemerintah Setuju Gubenur DIY Ditetapkan Lewat DPRD

Dirjen Otonomi Daerah Kementerian dalam Negeri, Djohermansyah Johan, Rabu (21/9/2011), mengungkapkan pemerintah sudah menyetujui mekanisme pengisian gubernur Daerah Istimewa Yogyakarta (DIY) dilakukan melalui penetapan. Menurutnya, kesepakatan ini diambil setelah melalui forum lobi dengan Panitia Kerja (Panja) DPR RI untuk RUU Keistimewaan Yogyakarta.

Dalam lobi tersebut, ada tiga hal krusial yang dibahas yakni pengisian jabatan gubernur, penamaan/istilah gubernur, dan pertanahan. Opsi-opsi yang muncul dalam lobi antara lain adalah penetapan oleh masyarakat, pemilihan lewat DPRD, dan penetapan lewat DPRD. Sementara masa jabatan gubernur disesuaikan dengan daerah lain, yakni selama lima tahun.

"Tadi di lobi sudah mengerucut pada penetapan melalui DPRD, dengan calon yang diusulkan adalah Sultan. Jadi, sama saja sebenarnya dengan penetapan tapi pintunya melalui DPRD," ujar Djohermansyah, seusai lobi di Gedung DPR, Jakarta, Rabu (21/9/2011).

Lebih lanjut dia menjelaskan, terkait siapa yang boleh maju dalam pencalonan berikutnya setelah lima tahun masa jabatan Sri Sultan, opsi yang ada adalah Sultan boleh mencalonkan kembali, kerabat keraton bisa, dan masyarakat umum juga diizinkan.

"Pendapat yang berkembang adalah kalau Sultan maju berarti kerabat keraton tidak maju karena Sultan representasi keraton. Persoalannya tinggal masyarakat umum boleh maju atau tidak. Itu yang belum diputus lobi karena pemerintah prinsipnya membolehkan, sedangkan Panja tidak," katanya.

Djohermansyah juga menyatakan, untuk menghindari terjadinya kekosongan pemerintahan setelah masa jabatan Sultan yang berakhir 9 Oktober mendatang, Menteri Dalam Negeri, Gamawan Fauzi sudah mengusulkan kepada Presiden Susilo Bambang Yudhoyono agar pemerintah memperpanjang masa jabatan Sultan selama dua tahun.

"Mendagri sudah usulkan ke presiden tanggal 14 September lalu agar diperpanjang paling lama dua tahun sambil menunggu RUUK DIY selesai," katanya. (*l)
