Listrik 'byar-pet' Rezeki Seret

HARIAN JOGJA: Kebiasaan Perusahaan Listrik Negara (PLN) soal listrik mati tanpa sebab belum hilang. PLN pun dianggap tidak menghargai hak para konsumen dan merugikan industri kecil-menengah.


Ketua Asosiasi Pertekstilan Indonesia (API) Jadin C Jamaludin mengatakan mati listrik selama lima menit sudah bisa merugikan pelaku bisnis industri skala kecil-menengah karena tidak memiliki genset sebagai pasokan listrik cadangan.


“Kerugiannya bisa sampai jutaan,” ungkapnya saat dihubungi Harian Jogja, Minggu (13/3) malam. Menurut Jadin, kerugian ditimbulkan dari matinya alat produksi yang kehilangan pasokan listrik.

Meski sudah memiliki genset, Jadin meyakini listrik byar-pet tetap merugikan industri skala besar karena mesin alat produksi membutuhkan waktu sebelum akhirnya digunakan dengan mengandalkan pasokan listrik dari genset.


“Misalkan tiba-tiba langsung mati. Mesin [alat produksi] butuh minimal lima menit untuk nyala lagi. Nah, selama lima menit itu industri [besar] sudah mengalami kerugian sampai ratusan juta rupiah,” paparnya.


Soal byar-pet, Jadin mengaku sudah berulang kali melapor langsung ke PLN tetapi sampai berulang kali pula PLN tetap belum bisa menghilangkan situasi listrik mati tanpa sebab bahkan tanpa pemberitahuan.

Namun, Humas PLN (Persero) APJ Jogja itu mengaku apabila beberapa waktu lalu Jogja diminta PLN pusat untuk mengurangi konsumsi listrik sampai 11 MVA karena ada gangguan di pembangkit di Jakarta.


“Dan soal pemadaman tentunya ada pemberitahuan sebelumnya berupa surat. Masyarakat juga bisa mengakses informasi melalui call center 123,” ungkapnya pekan lalu. Reffy menjelaskan pasokan listrik untuk DIY mencapai 646 MVA.

“Jelas ini sebuah pelanggaran jika PLN tidak menginformasikan masalah pemadaman kepada konsumen karena hak informasi konsumen dilanggar,” tandasnya kepada Harian Jogja, Minggu kemarin.


Widijantoro menambahkan PLN selalu memberikan jawaban normatif soal ketidakberdayaannya jika terjadi kerusakan yang menyebabkan pada padamnya listrik. Selama inipun PLN seakan menjadi institusi yang kebal terhadap kritik.


Ironisnya, tambah Widi, masyarakat sampai kini hanya memaklumi setiap kali haknya dilanggar PLN. Dia menilai kesadaran kritis konsumen untuk melindungi hak-haknya di kalangan masyarakat di DIY masih rendah.


Kondisi itu terbukti dari jumlah pengaduan soal layanan PLN terhadap kerugian yang dirasakan, angkanya sedikit dan tidak sebanding dengan kuantitas penduduk DIY. “Rata-rata perbulan hanya 10 aduan saja. Ya, saya rasa, perlu dibangun kesadaran hak-hak konsumen,” ucap dia.


Tidak bertanggung jawab
Manajer PT PLN Unit Pelayanan Jaringan (UPJ) Bantul Priyatna menegaskan turunnya tegangan tidak bakal mengganggu alat elektronik. Namun, pada musim penghujan yang disertai petir kali ini pelanggan perlu menggunakan stabilizer karena tegangan tak stabil atau naik turun.
